The native group was there as part of a planned event. The kids were wandering around acting like a loud, obnoxious mob and getting into it with other people. Whatever reason the native group approached the kids they circled them and continued to be a loud and obnoxious mob. And oh yeah, they made racist chants, comments, and actions mocking the native group. Does them approaching the kids somehow make that ok?
