McConnell can't bring the GND to a vote in the senate because it doesn't exist in bill form yet (and even if it did, would have to start in the House for procedural reasons). In the event that the GND is actually written and actually makes its way out of the House, McConnell will refuse to bring it to a vote and deny that he ever said that he would, because being a shameless liar is who he is and what he does. McConnell can bring a non-binding bill expressing support of the GND to a vote in the senate, the way he did for M4A, but Democrats can vote against it by justifying it as an empty Republican ploy, which it will be, and no one will remember by the next time Trump says stupid things.
