NTSB made it clear that this report doesn’t include any implied probable cause. So I’m sure they’ll clarify when they open the public docket and release cvr.

It's being reported by a few places that the government shutdown may have delayed the software patch by up to 5 weeks. So, had the shutdown not happened, it's conceivable that this particular accident might not have happened.
