Iberia is simply too weak to jump head first into war. The other powers even Russia have global spanning empires but this is also a weakness. They will get dragged into a war sooner than Iberia which will give her the opening she needs to create the global spanning revolution. Socialist germany has to be left for itself for the time being because even if this leads to the fascist being beaten and contained russia will see it as a threat somewhere down the line and invade. Beria probably sought to pursue this, as well as liberalizing reforms (in the sense of cutting back on arrests and political repression) because he actually lacked a real power base within the Party and the armed forces (and therefore had to turn to attracting popular and foreign support if he was to grab and hold on to power), especially after he was no longer officially in control of the NKVD and he figured that he essentially had to make a grab at power as with Stalin gone there was virtually nothing protecting him from his enemies anymore.

Voting for C-Irikmah. Socialist Germany has a manpower and an industry advantage over the others they can handle this. We, however need allies and mutual aid and the Balkans sounds like a good start.

OOC: C is a bit of a cursed chalice because it puts us on the wrong side of Russia, whose focus we're going to desperately need against the fascists and not fighting with our allies (and possibly us) in the Balkans. Also, Germany is gonna be hella important to have on our side or at least not in the fascists hands- and a quicker victory against the fascists might stop Francia from straight up invading our comrades in the Ruhr. IC:  : (Worriedly flipping through reports on how much concrete is needed to fortify the Pyrenees in depth) It's going to take time to build full, modern static defenses, and the slower we are to start the more likely it is that they won't be completed when the fascists come.
