Set before us is a simple but ambitious initiative, presented by a clique of revolutionaries devoted to Supreme Leader Mizanur and his ambitions, to launch a campaign to pacify the Kongo.

Ruled by the inept and autocratic Khedive, the Kongo is rich in resources and population, but it has also struggled to recover from the devastation wrought by the Great War, which means that imperialist powers are doubtlessly looking towards them with greed. Yes.
Land xp is for making better units (adding more men or brigades cost 5 to 10 xp per slot).
Navy xp is used for making better ship variants.
Air xp is for making better aeroplane varinats (more range/armor/firepower on existing technological model).

Also, this is before Man the guns expansion. New use (with above usage) for xp is shorter research time for doctrines or some models.

Already answered but yeah it's quite useful. Most countries start out with sub-optimal or even outright lovely division templates and you need to spend experience to adjust them, so getting experience out of the various prelude wars (along with military exercises) is pretty important so that you can go into The Big One with divisions that are actually good. It's also useful for creating enhanced "variants" of tanks, planes, and ships but those mostly come around once The Big One is already kicked off and as the fighting is happening you realize your Tank 2's could use an extra point of armor or a slightly better gun but you can't produce Tank 3's yet.
