Supreme leader can use the newly liberated lands as a reason to send some key opposition figures away since obviously someone from the party needs to be there to guide the people there into correct iberian communism. With no industrial base they can't secretly recruit a massive army and when Morroco and Benin kick Iberia out the loss can be attributed to the opposition further weakening them. And if a miracle happens and Morroco is beaten back or bogged down then great minimal cost for big benefits for Iberia.

So if we declare war on another country, does that mean that all of our volunteer armies must leave Germany and Ibriz? Socialist Germany might be able to stand on its own, but communism in the New World could get stamped out. Is there any chance that the CSE would support the PRI if we leave?

Yeah, all our volunteers will be recalled. The CSE helped a bit in Germany and Ibriz, but they keep getting into wars of their own, so they won't be getting much done over there.
