I think the best way to make up for colonialism and to even the scales would be to grant full citizenship to everyone in all of a country's former colonies. So for spain, anywhere in latin america that was colonized by spain, they are all granted spanish citizenship, can come and go as they please, can vote, etc. Ditto indians etc for britain. Spaniards or British might protest that this would result in hoards of foreigners, who don't care about the country, coming and dominating its politics, and even looting it. But turnabout is fair play.
