A popular mandate isn't necessarily ideological, it's just likely to represent the interests of a broad group. The American Populist Party wasn't pushing for anything like socialism, they wanted market conditions to change in favor of farming and labor interests. The propaganda is attempting to implicate that popular sentiments are inherently reactionary, which is both ahistorical and disproven by polling. Popular opinions are almost always significantly to the left of the status quo.

elite sentiment is always opposed to populism because elites view the masses as a resource to be managed, instead of a body politic which needs to be served.

I guess the point I’m really getting at here is that to be a “populist” you actually need a popular mandate. Netanyahu doesn’t fit the bill, because he can’t even maintain a government without having to bring in the fascists.
