I for one favor this move towards a more European focus on the broad based, economically efficient, and regressive consumption taxes needed to fund a comprehensive welfare state rather than narrow, progressive, and economically inefficient wealth taxes. Until the day VAT is the only tax and the poor and middle class get all the services they want but pay for them good and hard, I remain,

I'm seeing this story get some national play so don't think that we're on the brink of outlawing abortion in Texas. Tinderholt obviously doesn't want to pass this bill because he could easily accomplish the same thing with an amendment to only make the doctor criminally liable. It just lets him grandstand.

Both these dudes are Freedom Caucus so looks like Bonnen figured out giving some of them chairmanships was a good way to sow division.

lmao bonnen almost threw down with that gun guy (or one of his goons)

https://twitter.com/evanasmith/status/1116192926529466368

quote:

McNutt did not respond to requests for comment Wednesday, but both Bonnen and Pendery offered detailed accounts of the evening. Pendery said it was a "horrible night" marked by Bonnen looking for a fight and losing his cool, while the speaker said it was the other side that took it too far, well aware of the situation it was creating.

Bonnen said he first learned about McNutt's attendance at the fundraiser earlier in the day when some fellow lawmakers gave the speaker a heads-up that the activist would be there and may try to confront him. Bonnen said he then inquired about the situation with organizers and was assured he would not be seated with McNutt.

Bonnen nonetheless ended up seated "back to back" with McNutt — at the table next to his, the speaker said. As the dinner was getting underway, Bonnen said he walked up to McNutt, tapped him on the shoulder and shook his hand.

"'Hi, I'm Dennis Bonnen,' I said," the speaker recalled. "'You should never go to my residence or any member of the Legislature's residence when you know they're in Austin doing their job. I want you to tell me you're never gonna do that again.'"

Pendery said the initial interaction was not so innocent, with Bonnen appearing "out of nowhere" and confronting McNutt while he was trying to eat his salad, raising his voice at the activist.

In any case, McNutt remained quiet while the speaker talked to him, according to both Bonnen and Pendery. Then, Bonnen said, McNutt handed the speaker an envelope with a letter personally addressed to him. Bonnen said he took the letter and expressed some gratitude to McNutt, saying the letter was an appropriate way to advocate for an issue as opposed to going to lawmakers' residences.

That was not the end of it, though. In Bonnen's telling, something strange then happened: an unidentified man seated next to McNutt handed the speaker a Kool Aid packet. Bonnen said he tossed the packet on the table, prompting the man to stand up and threaten a "physical altercation." The man, Bonnen said, "kinda got in my face and said you should just leave."

While Bonnen did not identify the man, Pendery said another one of her guests, David Wylie, had stood up and tried to defuse the situation. But ultimately Wylie "urged [Bonnen] to leave after several attempts to reason with him," Pendery said.

So the rumor going around on twitter is that the Senate is also going to take up their version of XB 2 today
https://twitter.com/scottbraddock/status/1116348146714599424

QR also says that "sources" (and this is old Fake News Braddock so) say that the House is going to delay consideration of HB 2 until it becomes clear that Bettencourt can't move SB2, so that it's just a game of chicken at this point. Earlier this week, Bettencourt's Property Tax committee passed basically SB 2 but cut up into four parts with the rollback cap in its own bill. So I wouldn't be surprised to see them move the transparency and appraisal reform measures in SB 2, which pretty much everyone likes, and punt on the rollback or purposely let it fail on a vote so supporters can crawl up on the cross and tell EmpowerTexas "they know not what they do"

The fact that the big 3 announced the extremely unpopular sales tax hike scheme yesterday tells me that there's real trouble with the rate cap provisions and they are trying to find a way to pivot from "meaningful property tax reform" to "meaningful tax reform" but that's just me reading tea leaves.

The House version for sure and the Senate version is rumored to strip schools out of this, which is a non-starter if, relative merit of the goal aside, you want to seriously rein in property tax growth. I think the average property tax bill is like 60%? school taxes. So it'd be loving over cities and counties for nothing. So if you can't pass a bill out of the Legislature that caps schools but the governor won't sign a bill that doesn't cap schools, what do you do?
