(Outrageous!) Yeah pretty much. In the late 90s and early 2000s he was one of the least popular X-men despite being a staple, and the movies writing the character out clumsily didn't help. So a bunch of Cyclops fanboys tried to make him more badass and it just made him more of an rear end in a top hat. Not everyone can be Raphael. You need some characters to be Leonardo.
