If anybody else is as ill-informed as I had been: Previously the ball had to leave the penalty area for a goal kick to be legal. Now the goalkeeper can kick it wherever (including inside the penalty area) and play restarts as soon as you kick.

Tactically I don't think it'll have much impact, given that it just enables very short goal kicks (as seen in the video), but maybe I'm missing something.

It might just have been that I noticed it more after it was pointed out to me, but I saw a lot of teams this year taking advantage of it by taking a short goal kick to a defender, and if they were being closed down they would step into the box to receive the ball. Under existing rules, its not a valid goal kick unless it leaves the box, and if it fails to leave the box, the goal kick just gets taken again.

it will make a huge difference for playing the ball out from the back because there is guaranteed space
