It's retroactively downloading hundreds of millions of dollars of services to the municipalities and then cutting the provincial assistance. My mom fled war torn Somalia during a time where she was loading magazines for my grandfather while the government was imploding and said some of the reserves in ontario are way worse than real warlords carving land off each other in the anarchist hellhole that was late 80's somalia (and quit nursing here because she couldn't believe how poorly canadians and the canadian government treated their own white elders).
