The concept for these is pretty bad because if you plan on running any significant distance on the petrol engine you'll suffer huge efficiency losses because the entire mechanical power of the engine needs to be transformed into electrical power and then back to mechanical power, whereas parallel hybrids source the mechanical power directly through the drivetrain to the wheels at minimal losses. A serial hybrid or range extender is like training wheels for a first time BEV driver and no one should ever use the combustion engine, it is essentially dead weight. Same point why large trucks have 16+ gear transmissions. 2. Locomotives have a much lower power to weight ratio than a truck or car, so the amount time and energy spent unde "slip" conditions prevents any kind of friction based clutch to be used. Some locomotives use torque converters and classic automatic transmissions, but torque converters are very very inefficient (albeit wear-less) during slip operation. 3. Depending on the cart configuration you can have motors on every axle, distributing electricity to axle motors is a lot more convenient than mechanical power.

It is pretty much an inevitable technology due to the ease of converting CO2 exhaust into Methane for Large scale energy accumulation (as opposed to building a few kilotons of fast aging, non recicleable batteries for the same purpose) as well as due to its large scale production in biogas reactors (No poo poo!
