This is a shot in the dark but there used to be a GURPS Space system generation spreadsheet floating around the internet that would do all of the heavy lifting for you. The author took it down after discovering there was some edge-case errata that didn't work and I've scoured the 'net but apparently it's been lost forever. No chance that anyone around here is a digital pack rat who kept it on a drive, is there?

I recognize that "all of your answers are helpful and reasonable but I'm going to double-down on the premise that this is actually an unsolvable problem even though I explicitly phrased it as though there must be solutions" approach to argumentation. I feel like this has been said before a hundred times re: hyphz, but every one of his questions boils down to a gaming style where the GM is the holy plot-giver whose goal is to inflict a rigorously-prepared plot on the players, and the players' goal is to resist this with all their might by asking inconvenient questions/going off on tangents/just not buying into the premise. It's toxic and adversarial on both sides, to varying degrees, and it makes it impossible for him to understand games like PbtA where everyone's improvising and building the plot... or, really, any game where people are cooperating and mutually enjoying the story, even though it's what this whole drat hobby is about.

I'm generally on the side of tight game design, encounter balance, and tools for handling bigger-picture stuff like domains, organizations, and mass conflicts, but it's possible to follow that instinct too far.
