They have enough artillery to turbofuck Seoul and have had them for decades. Like yeah, maybe if poo poo went down they'd toss a nuke across the border as a gently caress you if SK or us tried to head north, but I would bet the nukes are mostly meant to be long range (CONUS) or medium range (Japan, Guam).
