It's possible (possible) that Otis is just not very tuned into politics, I definitely have non-CHUD friends and relatives who are liberal if not leftist that wouldn't identify the Gadsden flag as anything other than a vaguely badass old timey flag, not some sort of Tea Party/Alt-Right thing.
