I think the dancing baby/hampster dance/Mahir Cagri stuff from the late 90s were more viral than memes. They were popular things lots of people linked to, but no one really did anything with them. All Your Base and Ate My Balls were closer to the current idea of memes being templates or themes to iterate on.

I think a good definition of a meme is a cultural in-joke; they usually start with a seed joke and then spread outward with new derived jokes. I'm not sure things that are obviously funny to everyone and/or don't require derivatives like fart jokes would count. There's certainly a difference between a widespread joke and a meme. A meme has viral properties, in that you need to be exposed to it and then when your resistance is low you start to enjoy it and find it funny, and then you become a carrier who spreads said meme to others.
