However i dont know what manga that panel is taken from, and as such there may be further evidence that can be presented in future to make me change my mind vis a vis this being a picture of a hug whereas the one with carol was not.

To be honest I always figured the plot was just an excuse to make jokes and draw silly faces. The comparisons to Garfield earlier in the thread aren’t really far off, Tomo-chan was always more interested in putting a joke in almost every comic than it was in the larger story. I think that’s why it ended so slowly; it’s not like there was a grand arc to follow, the author simply ran out of jokes and wanted to do something else.
