Usually there's some behind-the-scenes deal or whatnot. The first season of Star Trek: Discovery basically paid for itself thanks to a deal to put it on Netflix in overseas markets, making renewing it a no-brainer for CBS. Generally you'll find that some circumstance has made production much cheaper than it would normally be so the studio feels safe going all-in on it.
