That's Thor: God of Thunder #12 by Jason Aaron, True Believer. It's an entire issue devoted to Aaron saying "For the Thunder God so loved the world..." and some snark asking "Why?" to which Aaron replies "Let me show you.". It's a fantastic issue and can be read individually out-of-context and has a half-dozen slam dunk story beats.

As always, Read Thor: God of Thunder.
