Yeah in One Piece guns are a bit weird, cause unless you are explicitly bullet proof they are shown to be effective, with most people that they hit going down in one. (Though generally not dying right away) The exception to this being Whitebeard, but he still died after taking enough bullets.

Not even magma or darkness. The swords were barely a flesh wound. Twas his heart that killed Whitebeard. Two dead sons and a third betraying him? His mighty heart was broken.

Well if youre good enough you just dodge em. and If youre a logia you just go floop and let it pass through. but Yosaku snipes with a gun, and so does Van Augur. And the Amazons already displayed you can haki a projectile and the new world has high power revolvers and seastone bullets. and we havent had a non-mook chump gun user have a major fight yet. Thinking guns are powerless in One Piece because Luffy and Logia devil fruit users have abilities that specifically make them immune to bullets is like someone seeing Superman bounce shots off his chest and then thinking they could do the same

Guns are tricky in Shounen since firearms tend to clash with the usual theme "overcoming struggles to get stronger" since a gun doesn't care how many sit ups you did that morning. So you either typically avoid them all together (Naruto), or you just invent a reason why none of your main cast is hurt by bullets but can still get hurt buy the big bad punching them (later Dragonball sagas) Though I'll say One Piece has done a good job though of not making firearms seem completely useless and worthless.

Heck, just earlier in this arc Orochi killed Yasuie with a gun. That scorpion guy at the prison was infecting people with poisoned bullets just last chapter. Guns are still dangerous, they're just not the be-all end-all of violence like they are in real life. Like most things in One Piece, it all depends of the specific context.

Has to be hyper haki, I don’t think even seastone bullets would make kizaru sweat if luffy can use haki through seastone now Van auger vs Benn beckman is gonna look like a hacker vs hacker match in counter strike

Guns seem not good because they dont motivate the plot of one piece the way they motivated the plot of real life history. Kaido does seem to be buying guns too, also poison gas and basically gearing up for his own World War.
