The one unquestionable fact is that the Warren Commission's only goal was to convince people Oswald acted alone, with absolutely no concern for whether that was true. Kennedy surprised Dulles by not bending under pressure and then really surprised Dulles by not just accepting his designated fall guy and forcing Dulles himself to also resign.
