Midwest is a weird one because West meant different things in the past 150 years and noone has really decided on how to shift Midwest to match. The Louisiana Purchase was the original West so Midwest was between the Appalachians and Mississippi for a while and that's endured as the "real Midwest" for a lot of considerations. But the West eventually became the Rockies and west of the Rockies and it encroached into the plains as a cartographic measure. Culturally they should all be dumped into a garbage zone called the flyover area but if you want to split hairs its probably more accurate to use terms like Great Lakes, Great Plains, and Interior South.

I think the real issue is just that "Midwestern" is more of a cultural identity than a geographical one, and it's one that politicians love to constantly fellate as "real America" so there's a desire by a lot of people to appropriate that identity even when it doesn't make any sense.
