If you don't need it to happen transparently the task is a lot easier, but not simple. Some GET/Query parameters are essential so you'd have to make rule sets for each website. You can easily parse out each key/value pair and remove any keys you deem useless, but maintaining a list of what to keep for each site is going to be a headache.

If you don't care about hammering the website you could make a script fetch a copy with all the params, then remove them one at a time to determine which are needed and which can be omitted. E.G Hash the returned HTML body, remove a param, request and hash again, if it is the same hash then that param is unneeded. You could then use that to build your rule sets automatically. I've done this type of thing cookies a few times to clean out trackers without effecting logins.
