yeah the constituent chemicals are toxic but teflon itself is completely inert. it's like thinking that table salt is poison because it's sodium and chlorine or being afraid that water will explode because of all the hydrogen in it. i'm sure that it's possible to superheat teflon to the point that it releases some of these chemicals but that will never happen to anyone with a non-stick pan in their kitchen. your parrots are safe.

PTFE starts to degrade and release breakdown products at about 240C (464F), which is easily attainable on a stovetop. You aren't supposed to heat teflon pans that hot but people certainly do, and pet birds dying from teflon pans is a known phenomenon, not just a theory.
