St. Germain is alleged to be part of the "Great White Brotherhood of Ascended Masters," by Theosophists. American Theosophy was founded by Helena Blavatsky, a Russian immigrant. Theosophy was a syncretic cult, so they borrowed all sorts of symbols.  Apparently there's a bunch of different legends and myths about St. Germain, so it's possible that whatever group you're talking about claimed him as their founder.
