Another Pokemon seems more likely. The games have never shied away from acknowledging that some Pokemon eat other Pokemon (although the anime, where Pokemon seem to be more human-like, avoids the issue as much as possible).

Almost certainly a pokemon. When we were working on Detective Pikachu, TPC specifically told us that there are no regular animals in the pokemon world, and we even had to digitally erase flies from the cubone catching scene.
