here is how the Alberta FOIP law defines a "public body"

quote:

(p) “public body” means
(i) a department, branch or office of the Government of
Alberta,
(ii) an agency, board, commission, corporation, office or
other body designated as a public body in the
regulations,
(iii) the Executive Council Office,
(iv) the office of a member of the Executive Council,
(v) the Legislative Assembly Office,
(vi) the office of the Auditor General, the Ombudsman, the
Chief Electoral Officer, the Election Commissioner, the
Ethics Commissioner, the Information and Privacy
Commissioner, the Child and Youth Advocate or the
Public Interest Commissioner, or
(vii) a local public body,
but does not include
(viii) the office of the Speaker of the Legislative Assembly
and the office of a Member of the Legislative Assembly,
or
(ix) the Court of Appeal of Alberta, the Court of Queen’s
Bench of Alberta or The Provincial Court of Alberta;

the regulations to the act have this to say:

quote:

Criteria to be used for designating public bodies
2 The Lieutenant Governor in Council may designate an agency,
board, commission, corporation, office or other body as a public
body and add the name of that body to the list in Schedule 1
(a) where the Government of Alberta
(i) appoints a majority of the members of that body or of
the governing board of that body,
(ii) provides the majority of that body’s continuing
funding, or
(iii) holds a controlling interest in the share capital of that
body,
or
(b) where that body performs an activity or duty that is
required by an enactment and the Minister responsible for
the enactment recommends that the Lieutenant Governor
in Council make the designation.

so this "public inquiry" launched by the Government of Alberta under the Public Inquiries Act (available here), and headed by a "Commissioner", apparently does not qualify as a "commission" for the purposes of FOI laws and is therefore under no obligation to produce records if anyone asks, because it turns out the law gives the LG the power to designate public bodies ("may designate") but does not compel them to do so ("shall designate"), and the ghouls in charge of the province decided hey we'd rather not let people see how this bullshit sausage is made
