I think that in the event there are serious enough charges that the public supports removal, Mitch has no good choices left. All his choices are bad ones and his only option is to find the least-worst one. Holding a vote, and saying he's required to do so, is helpful to him personally by making whatever result be Not His Fault. It may also be the best political move because he may, for example, seek to hold a snap vote and just rip the bandaid off, compared to a months-long process of demanding he hold a vote that keeps it in the news. Finally, holding a vote may let everyone make whatever choice is best for their own state, while avoiding the party lashing itself too strongly to Trump's crimes in a way that will damage it long-term. I can't claim I have a strong, correct opinion on what his least-bad option would be, but his choice of words - that he is required to hold a trial - makes me think he's decided what his least-worst option is. He could easily have punted on the question and he decided instead to commit himself to that position.

I was reflecting today on how poo poo Obama was with regards to whistleblowers, and how I assumed that would carry through, so I'm a bit heartened by the fact that the whistleblower system seems to actually be working in this one case. It seems like the state of whistleblowing in the government is in a precarious position and Trump is just dumping all over it on Twitter. I'd support impeaching him for that alone.

Someone, I think in here last week, posted the Senate rules around impeachment, and I do think that the way they are written gives the Senate Majority leader none of the flexibility that he has in controlling other Senate business, so he'd have to really bend the rules to squash it. And why bother when either Trump would be acquitted or enough of the GOP would vote to convict that Mitch might face a revolt if he tried preventing it.

Avoiding it completely will let vulnerable Senators in blue/purple states duck a vote that may flip those seats blue. If McConnell believes this is a risk, he will use any means to prevent the vote. If the GOP loses the Senate he loses ALL his power. That's more important to him than Rs in the WH.

There was a very good tweet thread running through all the possibilities. Mitch is not able to act unilaterally with total freedom, he will require the consent of a Senate majority for whatever he does. He also cannot do this quietly, the Senate will have to take a vote to approve his course of action which means each Senator goes on record as to their opinion of it. So basically passing the articles of impeachment will compel a response with lasting consequences, no matter what form that response takes.
