I think inherent contempt refers to Congress' inherent power to enforce their subpoenas by their own police (the sergeant-at-arms), rather than needing to go to the DOJ to arrest the person for contempt.

Basically Johnson didn't have the sort of absolute party-line backing Trump does, and especially didn't have the propaganda media that Trump does. Trump can just do whatever he wants and the GOP lickspittles will fall in line and Fox will trumpet it, Johnson didn't have that.
