For many years the GOP wanted a line item veto for the president so the (often Republican) president could blow up budget deals struck in Congress (which democrats dominated after 1939 until 1995). When Clinton was president, it finally passed. However, the line item veto violates the presentment clause and is thus unconstitutional. But that doesn’t apply to the state lawmaking process, which isn’t governed by the federal constitution.
