They may as well have just built an AV and saved a lot of money.

Declare the End of the Age of Armored Cruisers This chamber declares that the world's navies have advanced to domains where armored cruisers cannot follow. The concept of a craft too sluggish to pursue a light cruiser and too weak to drive off a battlecruiser has become a joke among naval architects. We formally recognize this new reality before the Russian people and the world.

My Kingdom For A Battlecruiser Act This act calls for a new class of Battlecruiser. It should be fast enough to reliably engage the new cruiser designs we are seeing (they are 29kts). Its armor should difficult for opposing CAs to penetrate with 10 inch guns, and have a usable immunity zone against opposing BCs. This includes turret faces and the conning tower. It should wield at least six large caliber guns. The secondary guns must be turreted, to enable DP AA later. There should be enough secondary and tertiary guns that it's feasible to remove some for AA later. One should be started immediately, and a second may be started within 24 months if the budget permits construction at least 2/3 of the time.

I propose the Make up your drat mind Act In the event that multiple acts pass that call for the building of the same class of ship in the same legislative session, the call for proposal will allow for designers to pick whatever attributes from any of the proposals they want, as long as they satisfy other requirements (such as No Ship Left Behind). This Act is retroactive to include any proposals ratified during the same session that the Act is ratified. Aesculus posted:Blatant High Treason act seconded

On the order of our beloved Tsarina, henceforth our communications shall be by handwritten letter, which we are informed is a much more pleasant and proper means by which civilized people such as ourselves ought to correspond. The Tsarina has made numerous other changes at the Bureau. We are pleased to report that naval officers and enlisted men are even now being issued stylish new uniforms which accord to the latest fashions out of Paris. Additionally, shipboard rations, which were previously "simply dreadful," will be improved dramatically now that we are supplying refrigeration units starting with our capital ships and eventually working down to even our destroyers and corvettes. These "mechanical iceboxes" will permit our crews to dine on healthy salads and fresh milk, to replace the large quantities of salt pork etc. There may be something of an adjustment period but we are assured by the Tsarina that in time the navy will come to appreciate fancier food. Unfortunately certain cutbacks have been necessary in order for the Bureau's budget to accommodate the recent changes. We must oblige the Navy to immediately halt all live ammunition practices, as two of our most productive munitions factories are presently being converted to produce sixteen new colors of saltwater-resistant hull paint. Oh, did we mention the paint? The Tsarina has demanded that the "boring, drab greys and blacks" we have been painting our ships with must be replaced by a variety of exciting, flashy, well-coordinated patterns that will make our ships stand out as superior to those of our rivals. We have been supplied with a number of swatches (enclosed) which you may select from. After entirely missing last year's report deadline due to the Tsarina's system-wide elimination of typewriters and telegrams from BuOrd's offices, we provide this year's new priorities. Her Majesty has been reading naval treatises and keeping up with the newspapers and you may be surprised to learn that she has now become something of an expert on naval technologies. It is her firm belief that a balanced, combined-arms methodology with an emphasis on aerial and submarine support of surface sorties is the best approach, particularly given our nation's need to defend new holdings on the Mediterranean with relatively light forces. Along those lines, she has requested a new long-range, carrier-capable fighter, and wishes to encourage the legislature to improve the quantity and quality of our destroyer fleet. Warmest regards, BuOrd ATTN: BY ORDER YEYE IMPYERATORSKOGO VYELICHYESTVO (FEDOROVNA) The bureau of ordnance is pleased to announce a request for proposals for a new Russian long-range fighter model of aircraft! As the pace of aeronautical development quickens internationally, our country must keep up with its rivals overseas. New Request: 1928: Fighter to be named the kulak korolevy (кулак королевы) or "Tsarina's Fist" Prioritization of qualities: 1. Range 2. Firepower Open requests: 1919 order: Bomber pukayushchiy al'batros or "Farting Albatross" Prioritization of qualities: 1. Bomb Load 2. Toughness

Yeah, we're at the point of being able to build real heavy cruisers instead of fancy armored cruisers. And I just missed the line to propose, Upgrade the Imperator Garpun The Imperator Garpun is a good ship, but at 22 kn she's holding the rest of the battleline back. Whenever we advance in engine technology, evaluate an upgrade to the machinery on the Imperator Garpun. As soon as we can increase her speed to 23 knots and add some AA firepower. The rebuild (including the latest fire control) takes sufficient priority over the next build to get it started next of any other large construction orders,

Pickled Tink posted:The Spitefully Proposed and Possibly Impossible Act requires the designing of a Rapid Battlecruiser capable of chasing down anything else on the seas and able to engage and destroy anything its size or smaller. To this end, the vessel is required to have a maximum speed of no fewer than 40 knots. This vessel must also be capable of defending itself from the fixed-wing vermin of the skies. I tried to put something together of this in the old save for comparison purposes. The game has hard limits on speed/displacement. 40 kTs is unattainable at any displacement. But we can reinterpret to be maximum speed possible.
