Yes, but not in the legal sense of precedence. No one wants to be the one left holding the bag, so once one person talks, it is in everyone else's best interest to appear and point fingers.

They know how bad of a look it is if they dodge a subpoena and then have to get pardoned.

Once that happens they know they will be issued another one and will be giving obstruction of justice charges as well.

i think that's not exactly the right way to think about it. i think the right way to think about it is that a subpoena is (in theory) a legally binding document, an order from state not to show up isn't. now, when you're willing to give congress the finger, you can do that and rely on congress's impotence in enforcing the subpoena. but provided congress issues a subpoena (and they're happy to issue "friendly" subpoenas, which means that congress knows it's just giving legal cover and that the witness isn't actually being obstinate) then state's proper legal manuver is to file to quash the subpoena, not just issue an order to defy it.

the individual defying the subpoena - even at the order of State - is taking a personal risk. they can be persuaded to do that by, basically, herd immunity - if everyone's flouting them, one individual isn't likely to be made an example of. but once people start cooperating, being the person who gives congress the finger is risking being made an example of a whole lot more, and that can be personally expensive.
