This is correct, but it's an illustration of why ring mains are bad.

In the radial main, you have a breaker at the consumer unit that protects both the wiring in the wall and the flex, so you don't need a fuse in the plug and the wall wiring is protected. In a ring main you can have 30A going through one leg of the 20A wiring in the wall, then that wiring catching fire, then your wall space catching fire, without the fuse in the plug caring.

RCD/GFI for bathroom sockets are far better.

I'd point out that people were making the same argument about gay men until a few decades ago, and before that they were making the same arguments about black men. The "predator" argument is a naked attempt to dehumanise and otherise vulnerable groups, it's bigotry and your friend is a oval office
