As a bit of background, the JCP is hardline pro-self-determination to the point of praising the breakup of the Soviet Union at the time, presumably as a result of its history; since legalization after the war its core demand has been US troops out, and even prewar as an underground organization it had arm's-length-at-best relations with Comintern (Katayama rising as a leader primarily after his exile, Yamakawa who held most sway in the early years being essentially a socdem unwilling to even commit to republicanism, and left-ML Fukumoto who reorganized the party in the early years of Showa just after universal male suffrage and before the Depression being denied international support as a suspected Trot.)

The JCP isn't Eurocommunist but it does take a line that ends up being similar to Eurocommunism. As a result, no one should be surprised by their stance, least of all a Marxist-Leninist party.

communism will develop differently under different conditions. western countries have strong democratic traditions so parliamentary success makes more sense for them. china and russia were war ravaged dictatorships in the middle of civil wars when the bolsheviks and CCP took them over.
