The phrase "pop culture" has existed since the late 1800s and the idea since long before then. It's almost always been used as a dismissive way to refer to 'low class' entertainment. You're even doing it here where you're creating a barrier where 'art and folk culture' don't count despite plenty of both having been created for cheap entertainment, to make money, or both. Even many things considered Great Works Of Art were by no means intended as such. Dante's Inferno was basically a dude's angry fanfiction and Shakespeare was no stranger to bawdy crowd pleasing material.
