The DLC will be directly following the main story's ending, as it appears, and most of the non story stuff would also be kind of spoilers- bonus bosses that you fight near the end of the game kind of stuff. So ideally you'd beat the main game and then barrel into the DLC

It's unclear how much is going to be added to a first run. There was new content added to the initial playthrough in KH1 and 2's Final Mixes, but in 2 a lot was added after beating the final boss. I'm betting the equivalent fights in KH3 are going to be locked behind beating the final boss as well, at the very least. We'll know more closer to release, but considering you have at least 2.5 full games and three movies (assuming you don't skip Coded or Back Cover) you're probably not gonna get there anyway unless you really blitz.

The free DLC is the Oathkeeper (and probably Oblivion too) keyblade. I wonder if they're keeping the Oathkeeper form change a secret for a reason, because Oblivion's Dark Form has been shown in all the recent trailers.

But those previous Final Mixes also released all at once, and were seperate games. A lot of the normal Final Mix touch ups that would be applied to the main game has already happened in the update earlier this year.
