Huh.

Aren't clemency and a pardon two separate things?

Clemency is the broad, inclusive term for any kind of grace/mercy/gentleness the executive takes with regard to a defendant or (potential defendant) in a criminal matter.
A pardon is the best kind of clemency because it makes all the legal effects of the conviction go away. A commutation can just take prison time away. A remission can just take fines, costs and forfeitures away. A respite or reprieve can just delay the start of a punishment.

Thank you. I was confusing commutation and clemency I think.

Politico reporting that the 2020 NDAA addresses the Feres Doctrine.

quote:

Smith seemed to indicate that Democrats scored wins on ending the Widow's Tax and rolling back the decades-old legal precedent that bars troops from suing for medical malpractice.

"We were able to get paid parental leave, take care of the widows, deal with the Feres Doctrine,” Smith said. “There's a lot of stuff we did that I frankly thought would've been difficult in this environment."

The House version of the bill included provisions to end the Widow's Tax and roll back the Feres Doctrine. But pressed for details, Smith wouldn't specify how exactly the issues shook out, saying of the bill, "We got a lot. We didn't get it all."

Newer data (afaik)

https://www.commondreams.org/news/2019/12/09/staggering-new-data-shows-income-top-1-has-grown-100-times-faster-bottom-50-1970

quote:

New data released Monday explains the numbers behind Sen. Bernie Sanders' often-cited statistic that the three richest Americans hold more wealth than the 160 million people who make up the bottom 50% of the population.

Washington Post columnist Greg Sargent published what he called "stunning" findings from Stanford University economist Gabriel Zucman, showing how both an explosion in annual earnings by the rich and an increasingly regressive tax structure have combined to allow the top 1% of Americans' wealth to triple over the past five decades.

Meanwhile, working people are taking home just $8,000 more per year than they did in 1970.

In what Sargent called "the triumph of the rich, which is one of the defining stories of our time," the richer a household is, the more its take-home wealth has grown in the past 50 years.

So some solid news on how the 2020 NDAA is rolling out its graduated repeal of the SBP-DIC offset.

quote:

In the annual defense bill, lawmakers inserted a three-year phase-out of the offset. Starting Jan. 1, 2021, families affected by it will receive one-third of their full SBP payout. A year later, that will rise to two-thirds. In 2023, it grows to the full SBP amount.

Well, that's not terrible. Definitely not the "increased by 1/36th per month over 36 months" thing I came up with. Finally, I can breathe easier and actually be able to afford to do things agai... wait.

Associated Press posted:

WASHINGTON (AP) — House Democrats announced two articles of impeachment Tuesday against President Donald Trump — abuse of power and obstruction of Congress — pushing toward historic votes over charges he corrupted the U.S. election process and endangered national security in his dealings with Ukraine.

Speaker Nancy Pelosi, flanked by the chairmen of the impeachment inquiry committees, stood at the Capitol for what she called a “solemn act.'' Voting is expected in a matter of days in the Judiciary Committee and by Christmas in the full House. Trump insisted he did nothing wrong and his reelection campaign called it “rank partisanship.”
