It's shrine maiden, not shrine maid!
The series delves so little into non-hero quirk society that I'm not surprised people get that one wrong especially when the scene referenced isn't all that clear on the specifics itself. Uraraka just says she wanted to use her quirk to help her family business and people don't get that the reason she can't is because they want her to pursue her actual dream of being a hero instead and not worry about them.

It's a frequent misunderstanding so maybe the issue lies with the series and not with the people misinterpreting a fact about the universe it's set in, yeesh.

Do we ever see nonhero background characters using or displaying quirks? Like do crowd shots include people with "I'm half fish" quirk?

I think due to anime budgets, most random crowd shots are just regular looking people, but in the manga, crowd shots are usually filled with people with weird body types due to quirks.

If your Quirk is "I have wings" do you still need a Hero License just to fly?

Is there an entire subset of bureaucracy for people that don't want to be heroes but would like to be able to use their Quirks to make their lives easier?

In the Vigilantes spinoff there's a guy who's a giant bug monster who talks about how he got a welfare subsidy to pay for bigger housing to accommodate his quirk.

During the USJ attack they mentioned how people with electric type quirks have tons of great job opportunities(they bring it up because one of the villains had an electric quirk).

The Vigilantes spinoff manga implies there's a social welfare system in place to provide support for people whose quirks prevent them from making use of normal housing, services etc.

People pointed out that Vigilantes answered the latter but no one pointed out that it also answered the former, very early on in fact. The protagonist, Koichi, has a movement Quirk and he gets stopped by the police for using it without permission, so the answer is yes. If your Quirk is flight, you can't fly without a permit. That's not necessarily a Hero Licence, but nonetheless you need some kind of permit to use mobility Quirks in public so as to prevent possible crashes and whatnot.

It's presented as a matter of public safety, at least how I interpreted it.

Like there isn't a law specifically against using your quirk, but it seems like there are a bunch of laws around using your quirk in public spaces or against other people, even accidentally or in cases of self defense.

In Koichi's example, the cop is more concerned that he might run into someone or cause an accident, but also mentions that using your quirk on public roads is forbidden. And then the main series the boys also got in trouble for defending themselves against Stain, a right specifically reserved for licensed heroes.

The issue with Stain is that that Iida actually went and sought him out.

Yeah, and I think even with the others the issues was less that they used their powers and more that they were actively attempting to fight stain and not simply flee.

Like I'm pretty sure if Todoroki had simply surfed an ice wave away from Stain at full speed, it wouldn't have been an issue (assuming obvious things like he doesn't accidentally freeze a person or do some crazy property damage)

Remember that the only reason Deku didn't run right away was because he couldn't carry both Iida and Native. If it was just Iida in trouble, he would have just grabbed him and booked it as fast as he could.

Oh yeah, I wasn't saying the kids *should* have cut and run in that situation, just that I got the impression that it was them being a bunch of kids trying to fight a serious villain that almost got them into legal trouble moreso than just the quirk usage.

I believe they were specifically in trouble for vigilantism with use of quirk against a human being.

It’s the difference between being armed and unarmed in real life basically.

Yeah, Iida was being dumb by seeking out a deranged killer and Deku was dumb for not telling anyone that he was looking for his dumb friend who was seeking out a deranged killer before running off. Todoroki...didn't really do much wrong since he did tell Endeavor to come after him once the situation was under control on his end.

Neighbor's house catches on fire, and I try to help by using my water spraying quirk to buy more time for a hero to arrive. Thus ruining my life when my neighbor bills me for water damages because his insurance doesn't cover unlicensed quirk usage, and I'm sued by the local firefighting hero agency and thrown in jail for unwarranted operations.

Yup, it’s basically this kind of bullshit. Although a good lawyer could absolutely argue you were using your water quirk to protect your own house from potential fire damage spreading.

I think this show has a problem where the fights are choreographed like pokemon battles. Two guys just stand in a room opposite each other and take it in turns to use abilities until one of them wins (sometimes they mega evolve before the finishing blow). There have been some fights that have been more dynamic than that like the all might fight at the end of season 1, but when you have a villain like All for One who can use any quirk imaginable and he ends up just bulking up his arm with muscle and bits of rebar it's kind of disappointing. I just bring this up now since the last two episodes have been effectively the same thing of them trading blows in a room until the hero backstories enough to power up.

The movie apparently takes place after one of the most recent manga arcs, way past where the anime currently is, so probably keep that in the manga thread for now.

While both Fat Gum and Red Riot brought it today, I was actually most impressed with Mina's quick thinking solving two separate problems without violence. She isn't book smart, but she's got good instincts.

Also the way they talk about Crimson Riot, I wonder if he didn't eventually die in the line of duty.

Another thing to note is that this is about where Horikoshi basically died drawing this arc. He missed a week, and these chapters were really short. We've covered like 4-5 chapters or so in a single episode compared to 2-3.

Having movable eyes might not be a life defining quirk, but it would be generally useful in everyday life. You could tuck it behind your ear and be able to see behind you while biking. How many times have you been working on something where a small piece fell down and rolled into a cramped space? Find it with stretchy eyes. Not sure if the hair on the back of your head is combed right? Stretchy eyes! Have a weird mole in an inconvenient place that you want to look at more closely? You better believe I would put a stretchy eye right up to it to see what is going on with it.

Ah, that must be why I sort of remember this fight being longer in the manga. There was a lot of criticism of this arc then and now, it probably would have turned out better if Horikoshi had been in better health at the time of making it.
