You don't need to own "What If?", Munroe has the whole thing up on his What if blog.

Not only could you do it safely, if you didn't get to close to the fuel rods you'd actually be absorbing less radiation while submerged in a nuclear storage pool than you would just walking around normally, since being underwater cuts down on the amount of natural background radiation you absorb.

They are required to wearing vibrating dosimeters on their extremities now, at least in the US, partially for this very reason.
