A little earlier today a decommissioned Russian sub B-380 sank along with its decommissioned drydock at Sevastopol, pictured. Nobody's injured, because no one's given a poo poo about either vessel for a decade. You don't need to own "What If?", Munroe has the whole thing up on his What if blog. Not only could you do it safely, if you didn't get to close to the fuel rods you'd actually be absorbing less radiation while submerged in a nuclear storage pool than you would just walking around normally, since being underwater cuts down on the amount of natural background radiation you absorb.
