I know the larger low income housing complexes are often harmful to both the residents of said complexes and also the surrounding community. People, especially children, have a much higher likelihood of overall success in life if they're instead living in low income housing that is more dispersed and less segregated from the rest of the community. Would a smaller complex such as that one suffer from the same issues?

I worked in a social housing townhouse complex that is gonna get demolished soon. it was gonna get replaced initially with a truly mixed income community as per some planning documents I found but by the time it went public a year later it had changed to move all these people who live in townhouses into a single high rise and the rest will be market rent townhouses. A LRT route being planned beside the neighbourhood had nothing to with that, Im sure.

James town is doing some good things with their wraparound services but the big problem with this is that these services primarily help people navigate the challenges of poverty or are bandaids for the symptoms of poverty. as you alluded to, the money for actually maintaining the buildings isnt there. its very difficult to live a full life when one of your most important base needs is hosed up, you are not upwardly mobile economically at all, and you are surrounded by the numerous social issues that come with poverty.
