IMHO this is cyberpunk because one necessary step, before everyone's genetic information gets put somewhere with way too few security controls and/or completely rapacious corporate interests trying to monetize it, is the original, putatively idealistic aggregators of genetic info go under and have to sell their database at low, low prices.
