I think that was the last new episode I ever watched. It was absolute complete dog poo poo, and my main memory of the episode is the "hilarious" "takedown" of Lady Gaga where she rides a steam train with pink stiletto heels or something on the sides, which makes some kind of Lady Gaga noises as it goes.

As you say, it was just 22 minutes (was Simpsons even 22 minutes long in season 23?) of fawning over Lady Gaga, and I have absolutely nothing against Lady Gaga, but when your show no longer has anything interesting to say about anything, why should I watch?
