There were apparently groups of people in the Balkans/Aegan Sea region identifying as ethnically Roman right up into the early 1900s. I mean, poo poo, there is still a modern nation-state which shares the same name that the people who lived in the empire we call Byzantium for style points and to avoid confusion had for their own nation: “Romania.”

The Western and just general Roman Empires were a thing quite a while after Rome stopped being the capital, or even relevant. When the West fell the Western Emperor was hanging out in Ravenna, and for a long rear end time before that the capital was Milan.

Discussing the fall of the Roman empire kind of necessitates defining "fall" and "Roman Empire." If you mean "when did it break the hardest after its peak" that was when it split in two. The snag there is that each half decided that it was the real Roman Empire and the other side was a bunch of stupid posers. There have been a gently caress load of various random powers that decided that they were the real successor but considering how big it was and how many pieces it fragmented into you can argue that it's simultaneously not around at all or still around. As recently as Mussolini people have been saying "we gonna put that poo poo back together" but nobody has yet. Basically any country that borders the Mediterranean in any way can argue somehow that it's a successor state to Rome. Same goes for most of Europe and a good chunk of the Middle East. Yeah it was centered on what is now Italy but it ran the show on a really vast chunk of land.
