Ever have a deep fryer at home or use one at a job long enough to notice how the oil darkens and ages and needs to be replaced with use? The PCB oil in large electrical transformers stays fresh for a really, really long time if you cook with it. What's happening in China is the same thing that happened to the US when we switched to canning, where food industry grew a lot faster than bureaucracy and regulation can keep up. They didn't need regulation that long ago because they were likely buying local.
