my thought is that its leaving space for the second cardinal's tail, but that still doesn't make a whole lot of sense. she apparently couldn't go to one of the more reputable artists in the area because she hosed him. she's a treasure trove of bad tattoos.

That looks like a knee, but that would also mean that it is incredibly upside down as well since that sure does look like a sock at the top of the picture.
