There was a lawyer boom then mass unemployment, and there was an oil boom with a worker shortage followed by a 2006 oil bust with laid off oil rig workers. They're continuously calling on college students looking for a way to "make the world a better place" to try to do it by filling the latest holes in capitalism caused by capitalists underpaying workers, as if the shortages are natural and not artificial, as a way of tricking young people into indirectly donating part of their salaries to corporations.

alternative:

eliminate the entire idea of "Election software" and just do this poo poo manually. nothing is gained from getting results an hour or two quicker at the significant risk of a "coding error" loving everything up and delegitimizing elections

seems like graft to me. No QA process- the app was sending unscrubbed backend errors with sql in them back to the user.
