It's that whales are animals as large as a bus, and the have tails and fins designed to move bus sized objects. When they start moving you don't even have to get by them directly: pressure of the water coming off the tail can be enough to send a diver flying head over heels.

It's not like they could possibly out swim the whale anyway if it wanted to take a close look at them.
