It's hard to not be endlessly alarmed when there has been basically no good news for like 4 weeks and nobody has any idea what's going to happen. Which isn't to say that there aren't good things to report re: Winnie the Flu or any realistic projections for how effective our collective sacrifices will be, they just aren't being reported by the media or supplied by our leaders. If you had a thought to use phone cancellations as a proxy for deaths then it would need to be compared to previous months to see if there was a noticable increase. Given what I've heard from friends and family back in the states, people in Shanghai even now are taking things a lot more seriously than the US has. Also Chinese people don't believe any of the numbers either and people seem more on edge rn with "zero new cases" than they did when the new reported cases were slow but still trickling in. The same way people rn are way more worried about people coming from Japan, where miraculously very few people have contracted the disease, than coming from Korea, where they had a massive outbreak but well-publicized measures to help stop the spread. I live near the Korea and Japan town area of Shanghai, and people are very worried about people coming back from Japan in a way they don't for Korea. Mandating everyone get paid a full month's salary in Feb honestly probably helped a lot. I don't know if that was China-wide or just Shanghai, though. If you were forced to quarantine you had police/cameras at your door so yeah you weren't going anywhere and yeah there were fines/etc involved. I know about 3 people who ended up in this situation and each one was cuz someone in their direct vicinity got a confirmed case. Taiwan and Korea I know did also did fines/legal issues if you broke quarantine. It was a 1 mil NTD fine for breaking quarantine in TW. I don't think any of the three places did anything for 99% of people though, besides tell them to stay at home, though. Most of the Chinese response was local even down to your local neighborhood council which accounted for most of the execution I saw. The worst my particular apartment got was we had special tickets to prove we lived there, though I do know friends who got the whole "can only leave once every 2 days" thing. There were actually a ton of resources on what to do if your apartment complex wouldn't let you in cuz legally they had no right to do it. Generally, the police would force them to let you in. Lots of power-hungry security guards...
